Are peptides legal in Vietnam in 2026? There is no single yes or no, says Peptara Labs, which sells research peptides in Vietnam for laboratory research use only. Its legal page quotes each Vietnamese instrument by article and reports that no published rule names research peptides as a class, and that the law defines a drug by what it is for, not by the molecule. This page summarises those quotes, attributed, and gives no legal advice.

Read across the rows and one pattern holds: each instrument answers a narrower question than a buyer usually asks. The duty rules answer tax, the traveller rule answers medicine for your own illness, and the permit route answers licensed imports. None names a research peptide, which is why Peptara Labs’ page will not give a yes or no, and why this page will not either.
The dates matter as much as the wording. Three changes took effect together on 1 July 2025: the amendment law, the new decree, and the end of Decree No. 54/2017/ND-CP. An English article about peptides in Vietnam dated before that day describes rules that no longer apply as written.
A quote is only as good as its match to the original. Here is what the original English texts showed.

One point stands out from reading clause 5 in full. Point dd, research samples, sits in the same list as counterfeit drugs and drugs past their expiry. The list is about what may not be traded as a drug. It does not say whether a given research peptide is a drug in the first place, which is the open question Peptara Labs’ page describes.
Its page marks these three points as unsettled rather than rounding them to a convenient answer.

By Peptara Labs’ reading, the Law on Pharmacy does not mention peptides, so it does not ban them as a chemical family. What it controls is drugs, as its Article 2 defines them.
That depends on whether a product is a registered drug. Prescription questions sit with a pharmacy or a doctor, not with this guide or any seller.
As Peptara Labs quotes it, clause 5 prohibits trading drugs not yet permitted for circulation, and separately prohibits trading drugs or drug materials used as samples for registration, testing, scientific research or display.
Peptara Labs’ page reports a permit route: Article 60 clause 2, as amended from 1 July 2025, covers samples for scientific research within the quantity in an import permit. That is a licensed channel.
Peptara Labs’ page reports that the traveller rule in Decree No. 163/2025/ND-CP is written for medicine for the traveller’s own illness, with a 200 US dollar per shipment ceiling, three shipments a year, or a 30-day supply against a prescription, and that it does not mention research material.
No. By Peptara Labs’ reading of Decree No. 134/2016/ND-CP, duty allowances decide whether tax is owed on goods that may lawfully cross the border. A value under a threshold is not a clearance.
Law No. 44/2024/QH15 amended the Law on Pharmacy from 1 July 2025, and Decree No. 163/2025/ND-CP replaced Decree No. 54/2017/ND-CP the same day. Peptara Labs notes that guidance written against the old decree is out of date.
